Create regular account at top owner level (or under particular owner where a specific hierarchy is required)
Uncheck Branded box
Select All users below for owner level type
For billing type generally on admin side you want the invoice to be on the owner account in order to bill wholesale for all the accounts under it. So you would select a Bill Owner option. Taxes can be calculated based on owner address info or customer address info as needed. These options are described in the Configuring Branded and Unbranded Owners article
